Added configuration to control maximum PortAudio sound buffer latency

Description

With WMME backend, PortAudio will set latency to 200ms. This setting would limit the latency to a certain value.

Note that currently this applies to WMME and not DirectSound backend.

Done in r1486:

  • Added PJMEDIA_PASOUND_MAX_LATENCY setting, which default value is 60.
