ICE negotiation may not complete indefinitely if remote doesn't perform any connectivity checks — at Version 2

A candidate pair is marked as valid only after connectivity checks from both directions have been successful.
This issue happens when we have completed connectivity check from our side successfully, but remote does not perform connectivity check from their part. While in this case probably we should expect remote to terminate the call, this would put us in wait state indefinitely if there is no valid pair found in the component.
